Nara Prefecture License Plate Seal

Japanese registered cars have the rear number plate's top left bolt sealed during registration to prevent theft and tampering. Upon final inspection, a prefecture seal is pressed onto it by the inspection officer - permanently securing the plate to the car. The seal is destroyed when removed. These are only issued by the Land Transport Government Office and are not officially distributed. The current seal is a direct replica and sold per single unit.
